Dr. Cemil Tugay

Dr. Cemil Tugay is the Mayor of İzmir Metropolitan Municipality and Chairman of the Healthy Cities National Network of Türkiye, which represents more than 150 member municipalities within the WHO European Healthy Cities Network.

A physician by training, he graduated from Ege University Faculty of Medicine and specialised in Plastic, Reconstructive and Aesthetic Surgery. He also conducted research at Cleveland Clinic in the United States. His medical background informs an integrated approach to urban governance that connects public health, environmental sustainability and social equity through the One Health framework. Dr. Tugay served as Mayor of Karşıyaka from 2019 to 2024, advancing participatory governance, environmental sustainability and equitable urban policies. Since his election as Mayor of İzmir in 2024, he has led Türkiye's third-largest city with a focus on climate resilience, innovation, inclusive governance, healthy ageing and equitable access to urban services.
