Local Economic and Community Plan 2023-2029 (LECP)
Let's Plan Together - An Action Plan for the City
Cork City Council adopted the new Local Economic and Community Plan (LECP) 2024-2029 on May 13th 2024. This six‑year plan - guiding community and economic development up to 2030 - sets out a shared vision to improve the quality of life for everyone who lives, works, studies in, or visits Cork City. With a strong focus on communities experiencing exclusion and disadvantage, the LECP outlines the actions needed to ensure a more inclusive, resilient, and sustainable city.
Community development is about working with people and organisations to identify local needs, strengthen civic engagement, and build the services, facilities, and programmes that help communities thrive. Economic development complements this by supporting business growth, job creation, and entrepreneurship. When combined, both approaches help attract new opportunities, build local skills, reduce barriers to employment, and create vibrant 15‑minute neighbourhoods.
The LECP is not a spatial plan and does not determine where housing, transport, or infrastructure are built. Instead, it provides a roadmap for collaboration - helping attract funding for community centres, training hubs, social enterprises, parks, and other vital amenities. Its 122 time‑bound actions will be delivered by Cork City Council and partners across the city, with progress reviewed every two years.
In developing the plan, we reached out widely, listening carefully to seldom‑heard voices and ambitious, innovative ideas. This LECP reflects the richness of those conversations and stands as an invitation for everyone to take part.
