TWINVERSE
TWINVERSE is a built environment energy management project supported by the EU Cities Mission under Horizon Europe. Underway since May 2026, it is bringing together cities, researchers and technology partners from across Europe to begin work on innovative approaches to energy management, climate action and evidence-based urban planning. Cork is one of five pilot cities, alongside Milan, Kalamata, Lappeenranta and Vitoria-Gasteiz.
In Cork, the project - which also involves the International Energy Research Centre (IERC) at Tyndall National Institute - will focus on seven of the City Council's highest energy-consuming buildings. These include the campus comprising the historic City Hall building, the newer City Hall offices and the adjoining Cork City Fire Station, together with a number of other significant Council facilities. These buildings have been selected as the local demonstration sites and will support the local authority's ongoing efforts to improve energy performance and reduce carbon emissions across its estate by bringing together information on building performance, energy consumption and operational activity to create a more complete understanding of how these assets function.
Working alongside the Council's wider decarbonisation ambitions and complementary initiatives such as the FINBARR project supported by ELENA funding, the project will enable different retrofit, energy and operational scenarios to be assessed before investment decisions are made. This will help identify the most effective measures for reducing energy consumption, lowering emissions and improving building performance.
Beyond the individual buildings, TWINVERSE will also support improved asset management, more informed capital investment planning, enhanced energy monitoring and forecasting capabilities, and stronger evidence-based decision-making across the organisation. The knowledge and tools developed through the project will help the Council build a clearer understanding of how future investments can deliver the greatest environmental and operational benefits.
Building on Cork City Council's involvement in other EU projects such as TIPS4PED and the 'Demystifying Digital Twins' conference hosted in City Hall in February 2026, TWINVERSE further strengthens Cork's position as a leading participant in the practical application of data and technology to support climate action, public sector innovation and the transition to a more sustainable future.
