Cork City Council want your feedback on a new Urban Framework Plan for North Blackpool / Kilbarry
31/10/2025
Cork City Council has commenced preliminary work on an Urban Framework plan for North Blackpool/Kilbarry which was identified as one of the City’s strategic expansion areas in the current Cork City Development Plan.
Cork City Council are reaching out to the local community to gather insights on the challenges and needs of the area. To refine the analysis, they are looking for local knowledge from people living and working in the area, and those who regularly visit, to tell us about their experience of the neighbourhood. A survey for stakeholders to provide feedback through can be found at the below link:

Key strategic infrastructure and housing projects are currently being planned and delivered in the area including a new train station, part of the BusConnects scheme, the Northern Distributor Multimodal Route, residential
developments and flood relief schemes. To help maximise the benefits of these projects, the new urban framework plan involving relevant stakeholders, partners and city residents is needed. The plan will guide the future development of the area as a sustainable, liveable and resilient new urban neighbourhood within the North side of the city.
Studies and appraisals have been carried out to evaluate current conditions, constraints and opportunities in the area. Kilbarry and the wider Blackpool Valley are a historic gateway into the City. The urban framework plan will build on the local natural and industrial heritage to enrich placemaking, identify environmentally sensitive features, consider a more coordinated approach to transport, active travel and connectivity, and celebrate the rich past and cultural history that has been passed down through generations of people living and working in the area.
