Cork City Development Plan 2015-2021


Cork City Council is in the process of preparing a new City Development Plan for the period 2015-2021.  The Plan will replace the current City Development Plan adopted in April 2009, and will set out the overall strategy for the future development of Cork City.

The Plan is primarily focused on physical planning issues such as the location of development and the appropriate uses of land.  However, these cannot be successfully accomplished without understanding the key economic, social and cultural objectives of the wider community.  The Plan fits into the broader range of national and regional policies and strategies, but is intended to deal with local issues.

Environmental Assessments

Incorporated into the Plan making process is the Strategic Environmental Assessment, including a Strategic Flood Risk Assessment, setting out the likely significant effects of implementing the Plan, in accordance with the Planning and Development (Strategic Environmental Assessment) Regulations 2004 (as amended); and the Appropriate Assessment of impacts on Natura 2000 sites/ network, in accordance with the requirements of the Habitats Directive 92/43/EEC, the EU Birds Directive 79/409/EEC and Section 177 of Part XAB of the Planning and Development (Amendment) Act 2010.

Timeline of the Plan

  • The formal review of the Cork City Development Plan 2009-2015, commenced 22nd April 2013 with a public consultation period until 17th June 2013.
  • A Manager’s Report on the submissions received was prepared 12th August 2013. 
  • A preliminary Draft City Development Plan was issued to Council on 10th February 2014 for their consideration.
  • The Draft Cork City Development Plan 2015 - 2021 was issued for public consultation on 8th April 2014 until 17th June 2014.
  • A Chief Executive’s Report on the submissions received was prepared 5th September 2014 and was issued to Council members for their consideration. 
  • Council Members amended the Draft Plan by resolution, 24th November 2014 and initiated a further public consultation process from the 15th December 2014 until 21st January 2015.
  • A Chief Executive’s report on the submissions received was prepared 18th February 2015.
  • Council Members have a period of up to 6 weeks to consider the Chief Executive’s Report and shall by resolution, having considered the proposed amendments and the Chief Executive’s recommendations, make (adopt) the Plan with or without the proposed amendments.
  • The Cork City Development Plan 2015 - 2021 will come into effect 4 weeks from the day that it is made.
